Man identified in yesterday’s standoff

At the request of 31st Judicial District Attorney General Matthew Colvard, TBI special agents are investigating the circumstances that led to a deadly officer-involved shooting Thursday evening in McMinnville.
Preliminary information indicates that at approximately 12:30 p.m. [original press release stated 7 p.m.], officers with the McMinnville Police Department responded to the 200 block of Dogwood Pointe Dr. for a domestic disturbance. When deputies arrived on scene, they encountered an individual who was reportedly armed and barricaded himself inside the residence. After a multi-agency response, officers attempted to de-escalate the situation. For reasons still under investigation, two officers and the individual fired their weapons. The individual was struck and pronounced deceased on scene. He has been identified as Scott Carroll Jr. (DOB 11/01/1981). No law enforcement officers were injured in this incident.
TBI agents are working to independently determine the series of events leading to the shooting, including collecting evidence and conducting interviews. Throughout the process, investigative findings will be shared with the District Attorney General for his further review and consideration. The TBI acts solely as fact-finders in its cases and does not determine whether the actions of an officer were justified in these types of matters. That decision rests with the District Attorney General requesting TBI’s involvement.
The TBI does not identify the officers involved in these types of incidents and instead refers questions of that nature to the respective department to answer as it sees fit.
A timeline of events from Thursday, Sept. 3 at Dogwood Pointe
8:35 p.m. update - Contrary to the previous update, residents in the area are advising Warren County Way reporters through messages that Dogwood Pointe is still closed off to residents. Currently, the area still remains shut off.
7:35 p.m. update - The standoff is officially over. Roads have been reopened and people are being allowed to return to their homes. Stay tuned to our Facebook page and thewarrencountyway.com website for more information as it becomes available.
7:15 p.m. update - Warren County EMS is on the scene. The standoff is believed to be over.
6:55 p.m. update - Standoff continues. Three large bangs have been heard. McMinnville Police Chief Nichole Mosley has confirmed that it’s gas being shot into the residence.
6:30 p.m. update - A loud bang has just been heard in the area. Gun fire is taking place. Stay tuned to this page for updates.
6:10 p.m. update - Warren County Way is still on scene. News Editor Lisa Hobbs has taken shelter in a neighbor’s house. She will keep reporting from the scene to the best of her ability. City of McMinnville Police Chief has confirmed to The Warren County Way the standoff is still ongoing at this time.
5:50 p.m. update - Everyone is being asked to leave the area out of safety concerns. The officer stated that there could be gunfire soon and he doesn’t want anyone in the area when it starts.
5:40 p.m. update - As we near the end of hour four of the standoff at Dogwood Pointe, a Tennessee Highway Patrolman just confirmed that the standoff continues.
5:00 p.m. update - Additional officers continue to arrive on the scene where the stand off has reached the 3 hour mark. The Warren County Way has reached out to City of McMinnville Police Chief Nichole Mosley. At this time information has been limited based on the nature of the situation.
4:20 p.m. update - The Warren County Way can confirm surrounding area law enforcement, including Murfreesboro police and potentially SWAT teams from nearby areas, have been called in to help with the situation.
4 p.m. update - This standoff, which began after noon* today, continues. The road is still blocked. Residents are being urged to stay in their homes. The Warren County Way was able to make contact with law enforcement and witnesses in the area and - according to unofficial reporting from the scene - tear gas was launched into the home and the individual shot at law enforcement. It is unknown if anyone was injured during that exchange.

3:30 p.m. update - Stevens Realty has sent communication to Dogwood Point residents asking them to not enter the area or remain indoors if already home. Letter in comment section.
3 p.m. update - Bybee Branch Road has been blocked off, as the standoff continues. Traffic is being diverted.
2:15 p.m. Sept. 3 - The Warren County Way is on the scene as emergency personnel has responded to a barricaded person at Dogwood Pointe. McMinnville PD has called in the swat team and negotiations are underway. Please be advised to avoid the area. More reporting coming from the Warren County Way.
