Letter to the Editor

The City of McMinnville recently concluded a comprehensive process to identify and select its next City Administrator. I want to take this opportunity to provide context regarding the process and recognize the individuals who helped ensure continuity in municipal leadership during this transition.

The search began with 47 original applicants, of whom 14 met the minimum qualifications for consideration. From that pool, five finalists were identified, and ultimately, four candidates were interviewed by the Board of Mayor and Aldermen.

Following the interviews and deliberations, two candidates emerged as the leading choices: Kelvin Ridgley and Justin Scott. Both brought valuable strengths to the table, and the decision was not made lightly.

Justin Scott has served as Interim City Administrator following the departure of former City Administrator Nolan Ming. During that time, he has helped maintain continuity in city operations. His willingness to step into that responsibility during a period of transition, his dedication to McMinnville, and his continued service to the community are valued.

After careful consideration of each candidate’s experience, education, qualifications, and overall fit for the position, the Board of Mayor and Aldermen determined that Kelvin Ridgley was the best candidate to serve as McMinnville’s next City Administrator. The Board extended an offer to Mr. Ridgley, and the city looks forward to the leadership and experience he will bring to the role.

As part of this leadership structure, Justin Scott will continue serving as Director of Parks and Recreation while also assuming the role of Deputy City Administrator. This arrangement recognizes his contributions while providing additional administrative capacity and continuity across city operations. It will also allow time for him to complete a master’s degree in public administration and gain further insight into executive-level operations.

This outcome positions McMinnville well for the future. The responsibility of elected officials is to evaluate candidates objectively, consider the needs of the city, and make decisions that best serve citizens. This process involved a substantial applicant pool, meaningful evaluation, and careful consideration of the qualifications and strengths of the finalists.

On behalf of the city, congratulations to Kelvin Ridgley on his selection and welcome to this leadership role. Appreciation is also extended to Justin Scott for his service and willingness to continue supporting the city in an expanded administrative capacity.

McMinnville has important work ahead of us, and I am confident that this leadership team will continue moving our community forward.

Respectfully,

Ryle Chastain, Mayor
